Members of Council
Seven part-time Council members are elected to serve the City of Avon. Wards vs. At-Large Members
The City is divided into four Wards, each with a similar number of residences in an effort to provide equal representation. There is a Council representative for each of the four Wards and there are three At-Large Council members who represent the entire City of Avon. During an election, voters choose the Council representative for the Ward (PDF) in which they live and also vote for the three At-Large Council positions. Voters may vote for one, two or all three of the At-Large Councilors. While Ward Council representatives are elected to specifically represent their Ward, their loyalty is to the entire City as is the loyalty of the At-Large Council members.
All seven members of Council vote for the office of President of Council from the three Council-At-Large representatives. They then vote for one of the six remaining Council members to serve as the Council President Pro Tem to officiate in the absence of the President of Council.
In the 2012 General Election, voters amended Avon's Charter, changing the duration of Council's terms from 2 years, with all 7 members of Council running for office during one General Election, to 4 year, "staggered" terms, with elections for Ward representatives during one General Election and At-Large representatives 2 years later.
To facilitate the transition from 2 to 4 years, in the year 2013, the 4 Ward Council representatives were elected to serve 4 year terms, from 2014 through 2017, and so forth. In 2013, the 3 At-Large representatives were elected to serve 2 year terms, from 2014 through 2015 and in the year 2015, the candidates elected to the At Large positions will serve 4 year terms. Once elected, the 3 At-Large representatives will serve from 2016 through 2019, and so forth.
